The term “controlled substances” refers to two different types of materials. One refers to drugs which are controlled by the federal Drug Enforcement Administration (DEA). Controlled substances can also refer to certain precursor chemicals and certain lab apparatus which are regulated jointly by the Texas Higher Education Coordinating Board and the Texas DPS.
